‘Oil Theft, Threat To Global Peace’
Delta State Governor,
Emmanuel Uduaghan has described the persistent oil theft in the Niger Delta region as a threat to world peace and democracy.
The governor who spoke on the sideline of a workshop on combating emerging threats, held in New York Wednesday said stealing of over 400,000 barrels per day by oil thieves who export over 90 per cent of it with cash returns empowers destabilization of the economy and democracies in West African sub-region.
Uduaghan who is the chairman of the committee set up by the Federal Government on crude oil theft called on the international community to initiate a platform where stolen crude could be tracked and disbursement of proceeds adequately monitored saying such funds usually fuel the acquisition of small arms.
He said the insurgency by extremist Islamic organization and violence on the civil population may not be unconnected with the huge cash outlay that could not be traced due to crude oil theft.
According to the Delta State Governor, the balance 10 per cent of 400,000 barrels stolen daily is processed locally at the modular refineries spread across the Niger Delta region and emphasized that the pockets of persons arrested from those location have only token effect in combating the scourge.
He lamented that extant laws and legislations for prosecuting suspects are grossly inadequate and stressed the need for a strong legal framework that could enhance prosecution of king pins and promoters of crude oil theft.
Te governor said his committee has embarked on the sensitization of security agencies on the need for them to be alive to their responsibilities while also encouraging international Oil Companies (IOCs) to carry out social responsibilities in their areas of operation.
He particularly urged the IOCs to improve on the technology deployed in the laying of pipelines as the prevailing style of laying them on the surface is no longer acceptable.
He further stated that communities were being empowered through the programmes put in place by the Delta State Oil producing Areas Development Commission (DESOPADEC) as part of his administration strategy to curb oil theft in the state.
