Bill On Railways Passes 2nd Reading In Senate
The Senate last week in
Abuja, passed for second reading a bill seeking to resuscitate the Nigerian railway system to make it more efficient and effective.
At the plenary, its sponsor Sen. Andy Uba (PDP-Anambra), said if passed, the bill would re-establish the railway as a key driver in the transport sector.
“The passage of this bill will amongst other things fast track the country’s economy and generate 20,000 skilled jobs and about 40,000 semi- skilled jobs nationwide. It will also provide a legal framework for the most effective, affordable, energy saving and environmentally friendly form of transportation of goods and services across the country,’’ he said.
Uba said that the bill also sought to transform the Nigeria Railway Corporation (NRC) from a non- performing and debt ridden corporation to a dynamic player in the transport sector.
“There is no doubt that a railway Act that meets the current realities is long overdue and this bill seeks to address the existing deficiencies in the existing Act. It also seeks to bring the law that administers railways in conformity with present day realities and international best practices,’’ Uba said.
The lawmaker noted that the NRC which used to be an effective and cheaper means of transportation in the early 60s and 70s had been neglected.
He said that the country would derive a lot of benefits from reviving the rail transport system as it was a cheaper means of transportation.
“One of the causes of damages to our roads is the frequent use of the roads by heavily loaded long trucks he said,” adding that.
“This is vividly evident on Lokoja -Abuja road and many other roads in the country.
“The revival of the railway transportation system will take a lot of these long and heavy vehicles, tankers and trailers off our major highways thereby prolonging the lives of these roads and drastically reducing the cost of maintenance. When a good number of these heavy vehicles are taken off the roads, there is bound to be greater safety on the roads as well,’’ he said.
The bill entitled; An Act to Repeal and Re-enact the Nigerian Railway Corporation Act 2013 was referred to the Senate Committee on Land Transport for further legislative work.
The committee is expected to submit its report in two weeks

BVN Enrolments Rise 6% To 67.8m In 2025 — NIBSS
The Nigeria Inter-Bank Settlement System (NIBSS) has said that Bank Verification Number (BVN) enrolments rose by 6.8 per cent year-on-year to 67.8 million as at December 2025, up from 63.5 million recorded in the corresponding period of 2024.
In a statement published on its website, NIBSS attributed the growth to stronger policy enforcement by the Central Bank of Nigeria (CBN) and the expansion of diaspora enrolment initiatives.
NIBSS noted that the expansion reinforces the BVN system’s central role in Nigeria’s financial inclusion drive and digital identity framework.
Another major driver, the statement said, was the rollout of the Non-Resident Bank Verification Number (NRBVN) initiative, which allows Nigerians in the diaspora to obtain a BVN remotely without physical presence in the country.
A five-year analysis by NIBSS showed consistent growth in BVN enrolments, rising from 51.9 million in 2021 to 56.0 million in 2022, 60.1 million in 2023, 63.5 million in 2024 and 67.8 million by December 2025. The steady increase reflects stronger compliance with biometric identity requirements and improved coverage of the national banking identity system.
However, NIBSS noted that BVN enrolments still lag the total number of active bank accounts, which exceeded 320 million as of March 2025.
The gap, it explained, is largely due to multiple bank accounts linked to single BVNs, as well as customers yet to complete enrolment, despite the progress recorded.
