Lagos Harps On Protection Of Property Owners
As part of efforts aimed at protecting property owners from greedy land speculators, the Lagos State government has created Land Regularisation Directorate.
Disclosing this at a retreat for scheme/land officers in Lagos, the permanent secretary, Lands Bureau, Mr. Gbenga Ashafa said that regular complaints of the excesses of the land speculators and illegal properties acquired outside the Land Use Act, prompted the State Government to initiate the directorate.
He said that the directorate is to give a new legal status to such property in the state, pointing out that the Land Regularisation Directorate has since its establishment concentrated efforts on processing approvals for the Land Use and Allocation Committee to grant private certificates of occupancy to prospective applicants, since it does not want to unduly hurt the people socially and economically.
The annual retreat which was attended by top government officials especially staff of law services, land registry, land regularisation, New town Development Authority, surveyors, physical planning and urban development officers, has the theme “The Dynamic Relationship between Land Use and Allocation Committee and its sister agencies.”
The permanent secretary noted that the Land Use and Allocation committee is charged with the responsibility of judicious land management for the state on behalf of the people, adding that it has become a veritable revenue earner and has also bounded harmoniously with the sister agencies.
Ashafa also said that the state land registry which is one of the most sophisticated registration institutions in the country is known for registration of titles which obviously increases the integrity and value of landed and building property, apart from reducing social and economic tensions and litigations.
According to a statement from the Public Relations Officer (PRO) Moshood Adebisi of the Ministry of Lands, Ashafa was quoted to have commended the significant input of the scheme/land officers and other participants towards the development of environmental prosperity of the state, and charged them to be modest citizens in the discharge of their administrative functions.

BVN Enrolments Rise 6% To 67.8m In 2025 — NIBSS
The Nigeria Inter-Bank Settlement System (NIBSS) has said that Bank Verification Number (BVN) enrolments rose by 6.8 per cent year-on-year to 67.8 million as at December 2025, up from 63.5 million recorded in the corresponding period of 2024.
In a statement published on its website, NIBSS attributed the growth to stronger policy enforcement by the Central Bank of Nigeria (CBN) and the expansion of diaspora enrolment initiatives.
NIBSS noted that the expansion reinforces the BVN system’s central role in Nigeria’s financial inclusion drive and digital identity framework.
Another major driver, the statement said, was the rollout of the Non-Resident Bank Verification Number (NRBVN) initiative, which allows Nigerians in the diaspora to obtain a BVN remotely without physical presence in the country.
A five-year analysis by NIBSS showed consistent growth in BVN enrolments, rising from 51.9 million in 2021 to 56.0 million in 2022, 60.1 million in 2023, 63.5 million in 2024 and 67.8 million by December 2025. The steady increase reflects stronger compliance with biometric identity requirements and improved coverage of the national banking identity system.
However, NIBSS noted that BVN enrolments still lag the total number of active bank accounts, which exceeded 320 million as of March 2025.
The gap, it explained, is largely due to multiple bank accounts linked to single BVNs, as well as customers yet to complete enrolment, despite the progress recorded.
