MDAs To Get Clearance Before Staff Posting
Henceforth, all Ministrues, Department and Agencies (MDAs) with pool staff are to obtain clearance from the Office of the Head of Service before carrying out any posting exercise.
This was the outcome of the interactive session between the Office of the Head of Service, Cross River State, and the State Planning Commission (SPC) held at the Conference Room of the State Planning Commission, New Secretariat Complex, Calabar.
The Interactive session was in line with the Office of the Head of Service policy of interacting with government establishments with a view to shading lights on various service matters, proffer solutions to grey areas that might exist in such establishment as well as break new grounds that could enhance effective and efficient service delivery.
Our Correspondent reports that the interactive session which featured questions and answers, ended with the two institutions resolving to abide by the contents of the Head of Service circular No. 5 (1999) and that of No. 5 (2005) with emphasis on the need for the State Planning Commission to obtain clearance from the Office of the Head of Service before embarking on the postings of Planning, Research and Statistics (PRS) staff.
The need for even spread of statistics staff in line with the State Character as well as adherence to the procedure adopted in the transfer of Service and recruitment into the service, was also stressed.
The need for collaboration between the Office of the Head of Service and the State Planning Commission as well as the urgent need to streamline the Service, since presently, some matters were non-functional and underutilised and no longer working in terms with the Service was also discussed.
The session also emphasized on the need for a strong synergy between the two institutions as well as identifying the existing gap in the numbers of PRS staff in the Service and the need to address the trend.
Also stressed, was the need for training of PRS staff to upscale their knowledge on Planning, Research and Statistics in line with International Best Practices.
The delegation from the Office of the Head of Service, was led by Ntunkae (Mrs.) Mary-Theresa Ikwen, while the team from the State Planning Commission was headed by the Economic Adviser to the Governor/Vice-Chairman State Planning Commission, Professor Ndem Ayara.
