Expert Advises FAAN On Concession Agreements
An aviation expert, Mr Chris Aligbe, has advised the Federal Airports Authority of Nigeria (FAAN) to put in place necessary frameworks, before entering into concession agreements at the airports.
Reports say that FAAN had entered into several concession agreements that have failed, with some of the agreements resulting to litigation.
Aligbe, a former General Manager at the defunct Nigeria Airways, however, told reporters in Lagos that most concession agreements by FAAN were properly entered into.
“The necessary frameworks that should be in place before you engage in the concessions were not there, so the concessions that were done were on a framework void.
“All the institutional frameworks, legal frameworks, legislative framework, policy framework necessary for it to be a sitting platform for the concessionnaires, are not in place.
“If people do things without the basic conditions for it, it will not be standing on a firm ground; they are not sitting on any firm foundation and that is why they will always fail,” he said.
Aligbe advised that government should put a proper framework in place when concessioning the airports to the private sector.
He added that the framework should be done away with, subject to the approval of the National Assembly.
Aligbe noted that for Nigeria airports to be rated the best among its counterparts in the world, the country’s international airports must be world class.
“How can our airports be listed when we have been living in decadence and what the minister is doing is just remodeling of the airports. For you to be rated, your international airports must be world-class.
“It is the international airports that are rated and as you know, work is still going on at our international airports, even when she finishes, I don’t expect them to be rated so soon,” he added.
