FG Begins NEEDS Implementation Assessment In Rivers
In a bid to meet the Millennium Development Goals (MDGs)
targets in 2015, the Federal Government, says it has since deployed enumerators
to Rivers State to assess how far they
have gone in actualising the set goals of National Economic Empowerment
Development Strategy (NEEDS).
The Special Assistant to the Governor on MDGs, Mr Desire Bob
Manuel gave this hint last week while briefing newsmen in Port Harcourt.
Bob Manuel said the enumerators were saddled with the task
of assessing the progress of the National Empowerment Economic Development
Strategy (NEEDS) in the state.
The exercise commenced on Tuesday October 9, 2012, and is
expected to last for three days in all the 23 local governments of the State.
According to Bob-Manuel, the enumerators will also map out
the scale of practical interventions required to meet the MDGs, adding that,
there will be special attention to infrastructure, human resources and
financial requirements.
It was learnt that, the assessment will form the basis for
developing the nation’s specific strategies to meet the MDGs in 2015.
The governor’s aide also noted that, the NEEDS assessment
tools were fashioned to produce reasonable estimates of the expected take off
grant for the key sectors to hit the target in the next three years.
Such sectors, he said included Agriculture, Education,
Health, Water and Sanitation, saying that, the assessment would determine any
potential funding gap.
According to him, it will map out strategies to bridge such
gaps and as well select interventions that would enhance the efficiency and
effectiveness of services delivery system.
The Tide futher gathered that the Federal Government
sometime in May this year, deployed over 100 enumerators to the state on a
baseline facility inventory exercise targeted at stating the afore mentioned
sectors where the state needs serious interventions.
Meanwhile, the governor’s aide has appealed to all local
government chairmen to embrace the exercise and the need to provide a safe
landing ground for them (enumerators).

Ministry of Marine and Blue Economy is seeking new funding to implement its ambitious 10-year policy, with officials acknowledging that public funding is insufficient for the scale of transformation envisioned.
Adegboyega Oyetola, said finance is the “lever that will attract long-term and progressive capital critical” and determine whether the ministry’s goals take off.
“Resources we currently receive from the national budget are grossly inadequate compared to the enormous responsibility before the ministry and sector,” he warned.
He described public funding not as charity but as “seed capital” that would unlock private investment adding that without it, Nigeria risks falling behind its neighbours while billions of naira continue to leak abroad through freight payments on foreign vessels.
He said “We have N24.6 trillion in pension assets, with 5 percent set aside for sustainability, including blue and green bonds,” he told stakeholders. “Each time green bonds have been issued, they have been oversubscribed. The money is there. The question is, how do you then get this money?”
The NGX reckons that once incorporated into the national budget, the Debt Management Office could issue the bonds, attracting both domestic pension funds and international investors.
Yet even as officials push for creative financing, Oloruntola stressed that the first step remains legislative.
“Even the most innovative financial tools and private investments require a solid public funding base to thrive.
It would be noted that with government funding inadequate, the ministry and capital market operators see bonds as alternative financing.
