Committee Summons Ex-PPPRA Chief
The immediate past Executive Secretary of the Petroleum Products Prices Regulatory Agency (PPPRA), Mr Goody Egbuji, is to appear before the House of Representatives Ad hoc Committee on the Management of Petrol Subsidy regime.
Rep. Farouk Lawan (PDP-Kano), the Chairman of the committee, gave this directive in Abuja on Wednesday at the hearing of the committee, although no definite date was given for the appearance.
Lawan explained that the committee had tried all it could to get across to the former PPPRA boss to come and clarify issues concerning his tenure.
Lawan restated that the exercise was not aimed at witch-hunting anybody but to correct the anomalies that had characterised the petrol subsidy regime.
Earlier, Alhaji Abdulkadir Aminu, President of Independent Petroleum Marketers Association of Nigeria (IPMAN), said the association was involved in importation of only one per cent of the total petroleum products that came into the country in 2011.
He added that most marketers involved in the importation of petroleum products did not have retail outlets.
According to him, the subsidy regime will be better managed if major oil marketers are given the opportunity to participate in the process.
He urged the committee to insist on scrutinising the NNPC sales manual for the importation of petroleum products.
Aminu noted that the distribution channels for Premium Motor Spirit (PMS), also known as petrol, was well organised.
He urged government to set aside five naira from every litre of petrol for the purpose of building more refineries in the country.
Aminu dissociated members of IPMAN from hoarding of petroleum products.
He said the only solution to pipeline destruction was an effective collaboration among IPMAN, NNPC, tanker drivers and other critical stakeholders.
Chairman of Indigenous Ship Owners AssociationMr Isaac Jolapo, alleged the exclusion of members of the association by NNPC from the supply chain of petroleum products.
Jolapo said that indigenous vessels were capable of carrying 100 per cent of shipment of petroleum products but did only 20 per cent.
He held that vessels owned by Nigerians were not involved in the receipt of fund in respect of subsidy.
According to him, the allegation by the PPPRA that vessels owned by members of the association have no insurance cover is false.
Jolapo disclosed that Nigeria looses between N2 trillion and N3 trillion monthly to foreign vessels.
