Reps Discover High, Repeated Projects In Agency’s Budgets

Published

on

The House of Representatives, yesterday, expressed shock over the high and repeated budget of the Sheda Science and Technology Complex (SHESTCO).
The agency under the Ministry of Science and Technology had grown from N20million in 2015 to over N2.5billion in 2021 which the House found inappropriate.
SHESTCO was a guest to the House ad-hoc committee probing capital projects executed and funds repeated every year in the Appropriation Act by Ministries, Departments and Agencies (MDAs) since 2015.
A copy of the agency’s submission to the committee had revealed that it budgeted the following sums: N20million, N342.1million, N501.1million, N670.2million, N730.6million, and N2.5billion for 2015, 2016, 2017, 2018, 2019, 2020 and 2021 fiscal years.
However, releases made to the agency for the years under review were N10million, N205.5million, N250.6million, N313million, N248.7million and N730.6million for 2015 to 2020.
The document also showed that over N66million had been released so far for the 2021 fiscal year.
The submission also showed the agency utilized 100 per cent of the funds released to them except for 2020 where it spent N730, 381, 598.67 out of the N730, 589, 076 it received.
Speaking at the hearing, the Chairman of the ad-hoc committee, Abubakar Makki Yalleman, accused the agency of repeating executed and unexecuted projects in their budgets.
He, therefore, asked the Director-General/Chief Executive Officer of the Agency, Prof Paul Onyenekwe to make available details of their expenditures to the committee on next appearance next week Tuesday.
“So going by your record you submitted to us, in 2015, you were doing appropriation of N20million. N10million was given to you. N10 million was released to you and you utilized it. To my surprise, you demanded three hundred and forty-something million and two hundred and something million was released to you again.
“This is why Nigeria is leaking. See where the leakages are. If in 2015 you demand N20million and in 2016 you demand over N200million and if you remember that there is a medium-term sector strategy, how can you justify your request?
“You even had the power to request over N2billion in 2021. This is surprising and the whole releases are there. Virtually 100 per cent release, while some other agencies are crying even under your ministry. See where the money is going. Please, we should try and help Nigerians.

Rivers State Governor, Sir Siminalayi Fubara, has unveiled the reconstructed  Buguma-Degema-Abonnema Road, a major transport corridor linking communities across the Asari-Toru, Degema, and Akuku-Toru Local Government Areas of the State.

The project, a 19.79 kilometre road was executed by Julius Berger Nigeria  PLC,  brings to an end the nightmares of man-hour losses and insecurity associated with the route.

The long stretch of the road was in a very deplorable condition before the Fubara administration awarded the contract for its rehabilitation in September 2024.

Fubara disclosed that the completion of the project in record time was a fulfillment of a personal commitment made after witnessing the  severe degradation of the road during a previous visit to the area.

“It is a road that you must pass if you’re going to Abonnema. It is a road that because of its state, a lot of evil activities was taking place there. But to the glory of God today, I don’t think those negative acts can even be imagined or be carried out along that corridor again.

“I made a promise to myself that day that even if it is remaining one week, we must make sure that we fix this road. Today, to the glory of God, the road has been fixed.

“I am happy that today, we are all here gathered happily that this particular dream has come to reality,” he said.

The governor reiterated that his desire for the State is not just about embarking on projects but in doing those things that  will touch the lives of the  people positively.

He reaffirmed  the  commitment of his administration to complete the Trans-Kalabari Highway, another major road project linking several coastal communities in the State.

He expressed appreciation to the people for their love and cooperation especially for allowing the contractors to do their jobs without hitches.

“You have shown me so much love. Nobody can take that away. One particular project that cannot be denied is the Trans- Kalabari Road that we are doing. I want to beg you that if I cannot meet all you requests today, don’t  worry, my successor will continue from where I will stop,” he said.

Special Guest of Honour, the Amanyanabo of Abonnema Kingdom, King Desrael Gbobo Bob-Manuel, who officially  commissioned the project,  commended the state government for its rapid infrastructure development, noted that the rehabilitation of the roa has drastically improved travel time, safety and the living conditions of the people.

“In the past, for you to leave any of our communities to Port Harcourt, you must, as a matter of fact, go into a one-day fasting and prayers the previous day. Otherwise, you are not sure you will get to your destination.

“Today, I can leave my palace in Abonnema by 10:00 AM, and I will be wherever I want to be in Port Harcourt before 11:00 AM,” the royal father said.

King Bob-Manuel stated that the reconstructed  road would not only enable the local fishermen to transport their catch directly to urban markets in Port Harcourt for better profit margins, but will open the  riverine communities to new investments.
