SACA Tasks LGs On HIV Funds
Dr. John Osuyali, Project Manager, State Action Committee on AIDS (SACA) in Delta, has called on local government councils to be transparent in the use of funds raised for HIV projects.
Osuyali made the call on Saturday in Asaba while speaking to newsmen.
He said some civil society groups alleged that 25 councils in Delta planned to pay N7.5 million each to a Benin based Non-Governmental Organisation (NGO) for HIV projects.
This, he said, was in spite of the existence of the more than 70 NGOs in the state.
“We have not captured, at least in our database, any local government council’s financial involvement in HIV activity in the state.
“But luckily for us, they have agreed to participate and now that they want to participate. I think they want to enter it wrongly”, he said.
He said it was wrong for any government agency to engage the services of an external NGO to carry out HIV activity in Delta.
“Our financial guideline is that we disburse money to NGOs to carry out activities and we monitor and make sure that they carry those activities to specification and account for the monies.
“We do not collect money from anybody, just as we are monitors at the state level, at the local government level, we have the Local Action Committee on AIDS (LACA)”, he said.
He said each LACA in the 25 councils had a financial guideline which was separate from the council’s account.
“All expenditure concerning HIV and AIDS fall within the purview of the LACAs at the local government level.
“Any fund from which ever source must be routed through the existing LACA accounts under the supervision of the respective council chairmen.
“Any expenditure on HIV and AIDS must be in strict compliance with the State Strategic Plan (SSP) for HIV and AIDS which must be in line with World Bank guidelines.
“There is an existing guideline that NGOs working on HIV and AIDS must be registered with Delta Civil Society for HIV and AIDS (CISHAN)”, Osuyali said.
