HOS Tasks New Perm Secs On Humility, Fairness
The Rivers State Head of Service, Barr Samuel LongJohn has charged newly appointed permanent secretaries to be humble, fair and firm in the discharge of their duties.
Barr LongJohn gave the charge on Monday in Port Harcourt while declaring open a 5-Day Induction Course organized by the Office of the Head of Service for newly appointed permanent secretaries in the State Civil Service.
He said the training was organized to acquaint them with what is expected of them noting that as permanent secretaries they are the accounting officers and chief advisers to their commissioners and as such they need requisite knowledge to carry out their functions optimally.
The Head of Service, who congratulated them on their appointments, stressed that the coordinator of the programme and other resource persons are seasoned civil servants who had ‘passed through the mill’ and would impart the basic knowledge required of them.
He urged them to be patient and be prepared at all times as they may be called upon at short notice for the swearing in ceremony by the state Governor, Rt. Hon Chibuike Rotimi Amaechi.
Earlier, the Coordinator of the programme, Mr. Lambert Ekwueme, who is also a retired permanent secretary, said the training would enable them understand the fundamental issues involved in their new capacities as permanent secretaries to enable them render efficient and effective service as well as assist the Head of Service in ensuring a virile Civil Service.
He said topics to be covered during the course of the programme include Basic Concepts of the Public Service Rules, Understanding the Rivers State Pensions Law, Relevance of Registry and Records Management, Relevance of Establishment Circulars, Managing Emotions and Building better Work Relationships and Communication in the Public Service with specific reference to Minutes, Memo and Letter Writing, among others.
