Commission Identifies Decary In Local Govt System
The Rivers State Local Government Service Commission says, improver placement of staff by previous administration was responsible for the decay in the Local Government System.
A commissioner in the commission, Hon Gregory Nwidam said this shortly after declaring open a two-day seminar for Junior and intermediate staff of the commission organised by the Rivers State Local Government service commission inconjuction with unindia ventures limited in Port Harcourt.
Mr Nwidam said that previous administrations did not take into account courses read by the employees before posting them to head deportments, adding that the results was the poor performances being witnessed across the 23 Local Government Councils.
He said that the present commission was determined to reverse the trend by ensuring that staff were posted to areas of competence.
Speaking earlier while declaring the seminar open, Hon Nwidam who represented the chairman of the commission, Chief Azubuike Nmerrkini said that the seminar was among the series of programmes linedup to ensure efficiency in the service.
He also said that the present commission had decided that the seminar would be held every month for the benefit of staff of the 23 Local Government Councils in the state.
The commissioner used the accusion to call on the affected staff to take the training seriously as it would determined their future successes in the system.
In his lecture entitles, understanding treasury single Account (TSA) and its effect on Local Government a chartered Accountant Mr Fred Olukare said that the single Account directive by President Buhari is inconsonant with the provision of the 1999 constitution.
According to him, TSA provides for proper monitoring of government receipts and expenditure and also blocks all leakages that have been the ban of the growth of the economy.
