Shippers’ Council Capable Of Regulating Maritime – Biu
Capt. Adamu Biu, the Executive Secretary of Nigerian Shippers’ Council (NSC), says the council is the only government agency capable of regulating activities in the maritime industry.
He made this remarks while receiving a delegation of Maritime Arbitrators of Nigeria (MAN) in Lagos last Thursday.
He said that currently “there is no commercial regulator in the maritime industry’’.
Biu said that the council had the expertise to function as the regulator for the sector.
“What is required is an enabling act for it to function. “We may not have 100 per cent of the expertise, but I can assure you that we have more than 80 per cent of the expertise,’’ our correspondent quotes Biu as saying.
The executive secretary said that the council was also carrying out functions of arbitration and dispute resolution in the maritime sector.
“If you remove the courts, you are shortening the process of resolution of disputes and you are facilitating trade,’’ he said.
He said that the arbitration was meant to keep friends and that the council would key into it. Biu expressed regret that many people were not familiar with the arbitration role of the council.
“There is bound to be disputes in trade, either among ship owners themselves, ship owners and ship charterers or among ship owners and cargo owners,’’ he said. Biu said that resolution of disputes would be quickened if they were kept out of the courts.
Chief Gbola Akinola, President of MAN, said that MAN recognised the Shippers Council as a major stakeholder in the shipping industry.
He said the council shared the vision of the MAN on training on alternative dispute resolution mechanisms.
Akinola sought the support of the council for its up coming “Practical Maritime Dispute Resolution Seminar’’ holding between May 23 and May 25.
