Association Advocates Regulatory Powers For Shippers’ Council
The Secretary-General, Shippers’ Association of Lagos State, Mr Jonathan Nicol, on Monday urged the Federal Government to grant the Nigerian Shippers’ Council (NSC) the power to regulate the maritime industry.
Nicol made the call at a forum in Lagos that the council should be given the new role to allow shippers have an umbrella to protect them.
He recalled that the NSC was set up about 20 years ago and wondered why the Federal Government had not made it the regulator of the maritime industry.
“We don’t have a regulator, maritime regulator, so people do whatever they like in the port.
“Yes, Nigerian Shippers’ Council was established for that purpose. They are the umbrella body that ought to take care of the shippers in Nigeria.
“It was established without the regulatory laws. They are just an advisory body.
“And we are calling on the Federal Government to empower the Nigerian Shippers’ council, because it is well equipped, it has modern facilities.
“Nigerian Shippers’ Council midwifed NIMASAand also Council for Freight Regulatory body in Nigeria. They should give them the power to regulate the maritime industry fully.’’
Nicol said that if the NSC was empowered to sanction maritime offenders, operators would sit up.
According to him, the council knows those creating bottlenecks at the ports but is only waiting for government to grant it the necessary powers to effect sanctions.
The shipper said, however, that the inability of NSC to take the “bull by the horn’’ had been a major challenge to the association.
He said that shippers were currently not comfortable with the prevailing port and freight charges.
He expressed the hope that the NSC would be able to call a stakeholders’ meeting to harness the various charges, as it was in a position to negotiate with shipping lines and terminal operators.
