Agip Flyover Opens To Traffic, Monday
Barring any change in programme, the Rivers State Government may open the Agip flyover to traffic on Monday next week.
The state Commissioner for Works, Chief Victor Giadom said this in an interview with The Tide yesterday shortly after declaring open a two-day capacity building workshop organised by the Rivers State Sustainable Development Agency (RSSDA) and the Ministry of Local Government Affairs under the auspices of Excellence in Local Government Initiative (EILGI) for directors of budget, internal auditors and secretaries of local government councils in the state.
Chief Giadom attributed the delay in the opening of the flyover to traffic, to the need to complete some key aspects of the job which was being tackled by the contractor.
Meanwhile, the commissioner has commended the Rivers State Sustainable Development Agency for setting a standard for development in local government areas through the EILGI programme.
He also stressed the need for participants to see the workshop as an opportunity to effect changes in their various local government councils.
In his lecture entitled, ‘ The Due Process Mechanism and Contracting Process in Local Government “, the three tests analysis, a university lecturer, Dr Peter Medee said that the institutionalisation of the due process mechanism should be viewed as the essential element of providing good and efficient procurement system that was a critical cornerstone of good governance.
“Apart from promoting transparency, openness ad competitiveness, it has also installed good practices and reduced costs as well as ensured value for money in the state.
