NITP Hails RSG Over City Development Plans
The recent urban renewal and expansion initiative by the Rivers State Government has drawn, accolades from the Nigerian Institute of Town Planners (NITP) Rivers State Chapter.
Commenting on the urban renewal drive and new development plan of Greater Port Harcourt City, Chairman of NITP, Dr. Chri Ibiakuzie at the annual dinner of the body said the exercise has given the city a new lease of life.
He stated that with the construction and expansion of the city’s infrastructural base, the citizens would benefit the future since, it would “guarantee good job opportunities; ensures an integrated public transport system; fasters accessible facilities for all.
However, Dr. Ibeakuzie tasks the authorities in the Greater Port Harcourt Development Authority(GPDA) to set out an agenda for implementing the that plan.
On why the body is organising a dinner, the town planner said there was need for a critical stock taking as the institution was faced with a lot of challenges such as lack of a secretariat and appointment of its members into positions of authority.
In his paper titled, “Planning Culture in Rivers State, challenges and prospects”, Dr.V.C.Obinna stated that the state has gone through various stages of development since it was established by the British Colonial Masters.
He lamented the situation where despite laws promulgated to enforce effective urban planning schemes, the authorities over the years fail to enforce the laws.
The result, Dr. Obinna said was haphazard development and lack of normal planning specification, while tracing the problem for poor political will by previous administrations.
The university don on the other hand recommended the need to evolve a technical base for implementing urban and regional plans as this would create orderliness and unity within the city.
Dr. Obinna further stressed the need to engage the services of indigenous expertise and sustained government urban development policies.
