Maritime Code: Non-Implementation Slows Economy
As Nigeria joins other
countries in marking the World Maritime Day,a Master Mariner and former Consultant of the International Maritime Organisation (IMO), Captain Abiodun Omoteso, has disclosed that the Nigerian economy is being affected by the International Ships and Ports Facility Security (ISPS) code implementation. This is because the cost of maintaining security personnel at Port facilities is borne by the importers and end consumers of cargoes.
Omoteso, who made this known at a seminar organized by the Maritime Reporters Association of Nigeria (MARAN) in Lagos, recently said it is disheartening that vessels sailing into Nigerian ports now demand ISPS Code Charges before calling at the nation’s ports as result of insecurity in the region.
According to him, “A vessel might not want to call at a port with high security charges or level, it is not economically viable for a ship to be on security level 2, these are the implication of security level charges and I know the designated authority is always careful before they ask you to charge a level”.
He noted that the cost of maintaining security in Nigerian ports or terminals and vessels is driven by investors, and expressed worry why Nigeria is yet to implement the ISPS code as in every other compliant countries.
The master mariner said that for a ship or vessel to be protected 24-hours by gun boats is not the best, and cautioned the Nigerian Maritime Administration and Safety Agency (NIMASA) and the various Port Facility Security Officers (PFSO) at various terminals on the dangers of security level charges, adding that, “The crew on board the vessels will not be allowed to leave and there will be heavy presence of armed security operatives to ensure safety of the vessel.
