Group Faults Bayelsa Budget Implementation
A Non-Governmental Organisation, the African Centre for Leadership, Strategy and Development (Centre LSD) has faulted the implementation of the Bayelsa 2012 Budget saying that key sectors are left out In the release of fund to ministries and parastatals.
Briefing journalists in Yenagoa, the Executive Director of the organisation, Dr Otive Igbuzor said its analysis revealed the state budget still follows the incremental budget approach instead of zero budgeting which leaves link between the state budget and policy at the general sector levels.
“This evident at the Chief Melfold Okilo General Hospital where N1.4m was budgeted its completion in 2012 budget. When our project team got to the site they could not ascertain any work done”
The group noted that budget priorities are still tilted in favour of government house with social sector which includes WomenAffairs, Health/HIV AIDS, Agriculture and Education made to enjoy minimal allocations.
Dr Igbuzor who was represented at the briefing by the Project Officer, Mr Osasah Monday, also said that in 2012 budget in education sector, the organisation noticed glaring conflicts in the provision of N2b for student financing after a provision had been made for student financing for WAEC, NECO and NTC fees
“Similiarly, is the provision for construction of model primarily schools separately from another provision for construction of special model primary schools as well as provision of N4.59 b for free compulsory primary/scondary school education when SUBEB already has a provision of N1.037 b.
According to the organisation, all the project sites visited in the Ministries of Education. Health, Agriculture, Women Affairs and Social Development have one characteristics that of “non release of fund”, taking exceptions of Ministry of Agriculture and Natural Resources where N10m was release for farmers’ data capturing and Ministry of Works where there was indication of release of N7b for road constructions.
The organisation while thanking the State Government for giving the opportunity to participate in the budget analysis, urged citizens to take interest in state budget as its successful implementation will be to the benefits of all.
