Amaechi Orders Fresh Demolition Of Illegal Structures
Governor Chibuike Amaechi of Rivers, has ordered further demolition of illegal structures in the state capital, Port Harcourt.
He gave the directive in Port Harcourt last Wednesday during a two-day Rivers State Land Summit 2012 entitled: “Effective Management of Land as a Veritable Tool for Socio-Economic Transformation.”
Amaechi said that through the state’s urban renewal policy, drastic steps would be taken to tackle the sprouting of illegal structures and encroachment on government property.
The governor said he had directed both the Ministry of Land and Ministry of Urban Development to immediately demolish illegal structures scattered within Port Harcourt.
He directed the ministry officials to demolish any illegal acquisition, saying that “those people living in Trans-Amadi area are illegal occupants and government is now ready to reclaim its layout.”
“We must take drastic steps to discourage lawlessness and not allow people to take laws into their hands anymore.
“Lands must be managed properly for investment and development to take place in the State.”
Newsmen learnt that areas that would be affected in the demolition exercise are Trans-Amadi, Rumuokwuta and Elelenwo.
Earlier, Ezemonye Ezekiel-Amadi, the Commissioner for Lands and Survey, said that before the inauguration of the present administration, the state land management was bedeviled with corruption and bottlenecks.
He said that on realisation of the challenges, measures were taken to address such vices through the aggressive pursuit of the digitalisation and computerisation of land records.
Others, the commissioner said, were the splitting of the Lands Department of the Ministry into further departments, re-certification of existing titles and development of a comprehensive land policy in the state.
According to Ezekiel-Amadi, the result is that the state has started issuing a digitalised Certificates of Occupancy (C-of-Os) that can be defended and justified anywhere in the world.
Ezekiel-Amadi called on genuine holders of C-of-Os to apply for re-certification of their document, saying “it now takes only 90 days to get the digitalised C of O.”
He appealed to the National Council of States to review upward the 99 –year titling process of C-of-O.
In her remark, Minister for Lands, Housing and Urban Development, Ms Amal Pepple said the Federal Government had digitalised its land records in the data base through the federal land information system.
She said the Federal Government was reviewing more than 1,291 C-of-Os in line with the Land Use Act.
Pepple said the Federal Government, through its National Technical Development Forum (NTDF), had partnered with state governments to improve land administration in the country.
