CP Warns Vigilantes Over Harassment, Rights Abuse
The Rivers State Commissioner of Police, Joseph Mukan, has vowed to go after vigilante groups, which act outside the law to molest and abuse the rights of individuals in communities across the state.
Mukan stated this when a retired naval officer and Chairman of the Rivers State Policy Advocacy Committee, Rear Admiral Nicholas Bako, led members to submit copies of security reports compiled by the Niger Delta Dialogue about the region to him in his office in Port Harcourt.
Mukan stated that the command was already investigating the activities of the ONELGA Security Peace Advisory Council with a view to profiling the members and revalidating their membership.
“We know how OSPAC came about. Yes, they say that they have repented; some are repentant cultists, but their operations must be streamlined in a way that they have the police in their midst. We will not allow them to operate alone to ensure that no abuse of process is noticed,” the CP stated.
He added that it was not out of place that some of the repentant cultists, who made up the vigilante group, might be indulging in nefarious activities and abusing the rights of innocent citizens, saying such acts must be stopped in order to forestall security breaches.
“The idea of setting it up was okay, but the mode of operation is totally wrong. Like this OSPAC, whose members are operating on their own; they must have policemen in their midst and there is a need to revalidate their profiling, because some bad ones are still there.
“It is only when we have these things on the ground and we involve everybody that we can be sure of what they are doing, because for security to be in place, people must be allowed to go about their lawful activities without fear or intimidation. And that is what we are doing.”
Earlier, Bako had appealed to the CP to review the membership of OSPAC and its operations.
He stated, “They call them repentant cultists, but until we have a comprehensive re-integration of these people into the society, we cannot have that peace. Because whether you have repented or not, when you pass by those that you have already destroyed, they will want to destroy you. And that is what is causing the problem.
“And that is what is still causing the problem between them and those who are still in the bush. We must work towards that. That is part of what the policy advocacy is after.”
