PH Refinery Operational, But’ll Not Reduce Petrol Price – PENGASSAN
Amidst speculations regarding the functionality of the 60,000 barrels per day Port Harcourt refinery, the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has confirmed that it is currently producing various refined petroleum products, which include diesel, kerosene, and petrol.
National President of PENGASSAN, Festus Osifo, who disclosed this during the association’s National Executive Council Meeting held yesterday in Abuja, the disclosure is to debunk any rumour that the refinery is not operational.
Osifo reassured attendees at the meeting that the facility is indeed operational, but that additional maintenance is still needed for it to function optimally.
Osifo also clarified that the refinery’s operations would not lead to a reduction in petrol prices, saying that the current value of the naira against foreign currency plays a significant role in determining the price of refined products.
“The confirmation I have today is that the refinery is working. However, I need to explain the refining process. First, we appreciate Nigerians for holding the government accountable, as we must ensure the workability of our assets. We cannot just accept everything the government tells us; we must verify it.
“We are also pleased with the media’s efforts to keep the government accountable regarding the refinery’s progress. We conducted checks with our members working there. The fractional distillation unit, commonly known as the CDU, processes crude oil by heating it at different temperatures to produce various products”, Osifo explained.
According to him, while the Port Harcourt refinery prouces diesel, kerosene, and naphtha, the refining process for petrol is still incomplete. Maintenance is ongoing, and naphtha is currently being blended with other materials to produce petrol, but the unit that produces reformate, a key ingredient, is still being finished.
He emphasised that the operation of the refinery will create jobs and boost the economy, but will not reduce the cost of petroleum products due to the weak naira.
“The greatest challenge is the weakness of our currency. With the naira trading at 1 dollar to 1,700 naira, the cost of goods, including petroleum products, will remain high”, Osifo explained.

BVN Enrolments Rise 6% To 67.8m In 2025 — NIBSS
The Nigeria Inter-Bank Settlement System (NIBSS) has said that Bank Verification Number (BVN) enrolments rose by 6.8 per cent year-on-year to 67.8 million as at December 2025, up from 63.5 million recorded in the corresponding period of 2024.
In a statement published on its website, NIBSS attributed the growth to stronger policy enforcement by the Central Bank of Nigeria (CBN) and the expansion of diaspora enrolment initiatives.
NIBSS noted that the expansion reinforces the BVN system’s central role in Nigeria’s financial inclusion drive and digital identity framework.
Another major driver, the statement said, was the rollout of the Non-Resident Bank Verification Number (NRBVN) initiative, which allows Nigerians in the diaspora to obtain a BVN remotely without physical presence in the country.
A five-year analysis by NIBSS showed consistent growth in BVN enrolments, rising from 51.9 million in 2021 to 56.0 million in 2022, 60.1 million in 2023, 63.5 million in 2024 and 67.8 million by December 2025. The steady increase reflects stronger compliance with biometric identity requirements and improved coverage of the national banking identity system.
However, NIBSS noted that BVN enrolments still lag the total number of active bank accounts, which exceeded 320 million as of March 2025.
The gap, it explained, is largely due to multiple bank accounts linked to single BVNs, as well as customers yet to complete enrolment, despite the progress recorded.
