Delta: MDAs To Get Funds Quarterly
The Delta Commissioner for Economic Planning, Mr Kenneth Okpara, has said that ministries, departments and agencies (MDAs) in the state will receive funds on quarterly bases from 2012.
Okpara, who gave a break down on the state’s 2012 budget in Asaba, said that the release of funds to the MDAs would also depend on their performance in the previous quarter.
He said that none performing MDAs would lose their unutilised budget.
The commissioner said, “The principal responsibility for the implementation and monitoring of budgeted activities resides with the MDAs.
“However, the game changer, introduced in 2012 budget is that MDAs will submit quarterly performance report to the governor.
“An incentive is being created in the process, MDAs will get quarterly release of funds, however, after the first quarter, the subsequent quarterly releases will depend on the performance in the previous quarters.”
Okpara said that the 2012 budget was a strong statement that showed that the state was on course toward achieving its set out goals.
According to him, the specific focus of the 2012 budget is on completing all on-going projects, improving basic services, particularly in education and healthcare, quality of infrastructure like roads, water and power.
Other areeas where the budget will focus on are enhancing agricultural production and creating an enabling environment that will ensure a smooth transition from one civilian administration to another.
The commissioner said that the state proposed a total of N383.4 billion for 2012 with N169.8 for recurrent expenditure and N213.6 as capital expenditure.
Okpara said that the sources of revenue for the 2012 budget was the internal generated revenue of N51.5 billion, and N170 billion from statutory allocation.
He said that the satutory allocation would include mineral derivation, value added tax of N9.99 billion and other capital receipt of N151.95 billion.
He said that N80.6 billion of the recurrent expenditure would be spent on personnel costs, N48.7 on overhead costs and consolidated revenue funds charges would gulp N40.6 billion.
He explained that for capital expenditure, the economic sector got 72.9 billion, social services N45.3 billion, while environment would get N37.8 billion.
