Wike Outlines Four-Year Focus …Takes Oath Of Office For 2nd Term …Inauguration, Divine Mandate -Obuah

The re-elected Governor of Rivers State, Chief Nyesom Wike, last Wednesday, in the presence of thousands of Rivers people and other prominent Nigerians, took the oath of office to commence his second term.
Also, last Wednesday, the Deputy Governor, Dr Ipalibo Harry Banigo was sworn in for a second term.
The Chief Judge of Rivers State, Justice Adama Inyie Iyaye-Lamikanra administered the oath of office on the Rivers State governor and his deputy.
The swearing-in ceremony, which took place at the Yakubu Gowon Stadium in Port Harcourt, was a huge celebration as the arrival of Wike was greeted by jubilation by the capacity crowd.
After mounting the saluting dais for the ceremonial police rituals, Wike drove in the ceremonial open roof Land Rover Sport Utility Vehicle (SUV) to exchange pleasantries with the jubilant crowd.
In an inauguration address, Rivers State Governor, Chief Nyesom Wike declared that he would always place Rivers State first in all his actions.
He said: “For us, in all things it is Rivers State first; Rivers State is the measure; Rivers State before others. This is the essence of the political mandate and burden that we will bear for the next four years and we will not disappoint you.
“We will continue to stand up for Rivers State and defend her interest, no matter the challenges or what comes at us”.
The governor said that his administration was not in opposition to the Federal Government, calling for partnership to move Rivers State and Nigeria forward.
He said: “But we are not a conquered people and we will never surrender our freedoms to anybody or entity, whether internal or external.
“We will, therefore, not accept to be subjugated to a headmaster and pupil power relationship; neither will we abandon the collective interest of Rivers State for the sake of political expediency.
“We are for the rule of law, democracy and mutual respect as autonomous state entities and co-building blocks of the Nigerian federation”.
Wike thanked the good people of Rivers State, especially the voters, for their trust and support that led to the mandate to serve the state for another four years.
He thanked leaders of the state, political leaders, traditional rulers, the clergy, women and youth groups for their unwavering support.
The governor said: “For us, everyone counts and we must not allow ourselves to be divided between upland and riverine considerations but strive for common grounds, solidarity and work together towards achieving our common goals and aspirations.
“Our refrain at this time, and especially in the face of the social and economic uncertainties in our nation, should be: ask what you can do for Rivers State instead of what Rivers State can do for you.
“The future of our state depends on us. It is up to us to renew, re-energize, and advance the Rivers dream, to fight for what belongs to us, and to defend our right to exist in freedom, security and peace in our own nation. And if we do cooperate, think and act among ourselves with tenacity and unity of strength, purpose and commitment, then there is no mountain we cannot level; no river we cannot cross, and no goal we set for ourselves that we cannot achieve.”
Outlining the direction of his administration for the next four years, Wike pledged to consolidate on his first term achievements and make Rivers State, the greatest state in the country.
He said: “Our economy is great but it should be greater and made more beneficial to all. And so we will continue to grow our economy, expand our tax base, provide a friendly business environment and attract foreign and local investments to create more jobs and empower our people.
“We will continue on the economic trajectory of fiscal discipline, prudence, prioritization of capital projects over recurrent and giving value for money spent in the delivery of services.
“We know we are developing, but it’s better and more result-oriented if approached in an organized and strategic form. We will therefore adopt a holistic approach to development by partnering with relevant national and international agencies and expertise to initiate and implement a 25-year Marshall Plan for economic transformation and development to guide and accelerate the future development of our state”.
Wike spelt out key areas that will witness remarkable improvements under his leadership during his second term.
He said that the administration will continue with the provision of quality road network, bridges and prioritize the development of more social amenities, schools, health facilities, water and sanitation, electricity, land reclamation and preservation of natural resources.
“For too long, we have relied mostly on a single vanishing revenue source to fund our development. The reality is that we cannot continue in this economic folly lest we remain forever vulnerable to the ripples, uncertainties and miseries of the mono-product based national economy. Apart from oil and gas, Rivers State also has a vast agricultural potential, which has remained largely untapped for decades.
“For us, therefore, it is about time we embraced the green revolution as a strategic measure for achieving economic diversification, job creation and food security for the state and our people, and we are just ready to do that.
“Our role in this regard will span from granting interest free loans to providing training, land preparation and logistical support to our willing youths to invest in commercial agriculture and allied businesses”, he said.
Wike particularly announced that his administration would construct fly over bridges at Rumuokoro, Garrison and Artillery junctions in Port Harcourt, and assured that youth development would take centre stage during his second term.
He said: “We’ve got good news for all our youths this time around as we will dedicate much of the next four years to youth development by tackling the challenges that continue to keep you behind. As a starting point, we’ve resolved to give our youths some significant positions in our government and provide viable economic opportunities to spark hopes of a better future in their eyes.
“Let me also assure you that those who need education will get quality one; those who want life-skills will be trained; those who want to do business will continue to get our interest free loans; and those who have sporting talents will have quality sporting facilities and encouragement from us; and for those interested in making a career out of football, we have provided the Real Madrid Academy to prepare you for life-transforming professional footballing careers at home and abroad”.
Wike noted that education and health development would be given priority attention during his second term.
“I wish to assure us that we are determined to change this narrative for the better. We will continue to equip our public schools and ensure our children have access to quality learning experience; empower our teachers with modern teaching skills to deliver better outcomes in the classrooms, and advance our universities to equip and prepare our graduates to be competitive and strive for creativity, self-reliance and service.
“We believe that quality healthcare should be available and affordable to every citizen as of right and this is what we are working hard to achieve with our efforts and commitment to fix the existing shortcomings in the state’s healthcare system. To this end, we hope to fully restore all the general hospitals, complete and equip the five zonal referral hospitals, fully upgrade the Rivers State University Teaching Hospital and provide more healthcare facilities to under-served areas of the state”.
He restated the ban on all forms of street trading and arbitrary creation of illegal motor parks and taxi ranks across the state.
“We will sanitize the transport sector and ensure that all commercial taxi and bus operators are duly registered with the state’s Ministry of Transport to safeguard the comfort, safety and security of commuters.
“We recognize the correlation between adequate security and the well being of our people. We all therefore deserve to be safe and secure in our homes, offices, business places, along our roads and in our neighbourhoods and inn our communities”, he said.
Wike regretted that the Federal Government has politicised security in Rivers State, and called on the Federal Government to assist the state tackle insecurity.
“What’s more, they have refused to accord adequate security attention to Rivers State in spite of the unprecedented support they receive from us in terms of provision of operational vehicles, armoured personnel carriers, gunboats, communication gazettes, fuel and overheads to the security agencies.
“Nevertheless, we thank the security agencies, especially the state commands of the police, the Department of State Security, the Nigerian Air Force and the Nigerian Navy for the partnership and willingness to give their best to keep us safe and secure in spite of the seeming indifference and lack of tangible material support and encouragement from the Federal Government.
“Even now and going forward, we can only pray to them to depoliticize the provision of security in Rivers State because we are also Nigerians as other states and the preservation of our lives and property should equally matter to the Federal Government”, he said.
He announced that the Rivers State Government would operationalise the Neighbourhood Safety Corps Agency for improved security of the state.
While apologising to Rivers people for the poor environmental sanitation achievements of the administration, Wike said that his administration would take concrete measures to improve environmental sanitation and health in the state.
“I wish to emphasize that we will no longer tolerate those who continue to degrade and undermine our rights to live in a clean, healthy and safe environment.
“We are, therefore, minded to declare a state of emergency on the environment and tackle all forms of degradation, nuisance and irresponsible behaviour occasioned by individuals, companies and other agencies, both public and private”, he said.
The governor noted that his administration used his first term to improve critical sectors of the state for the good of Rivers people.
“In the last four years, we have made historic investments in education, healthcare, security, and sports development.
“Today, our economy is widely acclaimed as the fastest growing in the country with internally generated revenues projections and fiscal responsibility attaining record levels.
“We’ve eased the tax burden on investors; our economy is on upward spiral, creating jobs and attracting new investments from within and outside the state, pushing up property rates and creating new opportunities for existing and budding entrepreneurs.
“We have rid all our roads of potholes, completed most of the abandoned road projects we inherited and built new ones, including dual carriageways across the state.
“For the first time in history, the ancient Opobo Kingdom, Ikuru town and other adjoining coastal communities have been linked to the rest of the state by road by our administration. We’ve also provided internal roads to a number of communities as well as regenerated some of our decaying neighbourhoods, including Diobu, Port Harcourt Township, Ogbunabali and Amadi-Ama.”
Wike called for cooperation from all groups of the state, irrespective of the political, ethnic and economic interests to join hands with his administration for the development of the state.
He said: “We all need each other because everyone counts. We need ideas and contributions from everyone, irrespective of ethnic, party or religious affiliations and together, we can consolidate, target new heights and build the Rivers State that we all want to see now and in the future.
“We may be from different social, economic or political background, but the bottom-line is that we are all Rivers people with common aspirations and challenges and when we reflect on our shared values and responsibility to the state and our people, we will discover that we all stand to win by repudiating the politics of division, hatred and self-interest that constitute a drag on our collective progress”.
The governor assured Rivers people that he will serve them in humility and commitment to the development of the state.
He said: “I stand here today with a humble spirit, conscious of the enormous responsibility that you have again entrusted in us and confident in our potential and with God on our side, we will surely discharge our mandate to the benefit of all and leave our dear Rivers State better off than when we started four years ago”.
The outstanding police parade gave the governor three hearty cheers for his re-election and inauguration.
Meanwhile, as the grand finale of week-long activities marking Governor Nyesom Wike’s four years’ anniversary in office and inauguration of his second term drew to a close, last Wednesday, with the governor taking the oath of office in a colourful and well attended ceremony at the Yakubu Gowon Stadium in Port Harcourt, Rivers State Chapter Chairman of Peoples Democratic Party (PDP), Bro Felix Obuah has described the inauguration as a divine mandate.
Obuah made the declaration against the backdrop of conspiracies of gang-up to stop the re-election of Wike.
According to the PDP chairman, only a political office seeker solely anointed by God could survive the watertight coup plot Wike found himself.
Obuah, who spoke shortly after the inauguration ceremony said: “Never in the political history of Nigeria, has the country let alone a state as small as Rivers been entrapped in the deep of such centripetal and centrifugal political forces, yet, the state overwhelmed at last”.
The state PDP boss observed that all the Biblical counsel concerning one under God’s protection were reflected in the theatricals that characterized the 2019 general election in Rivers State, particularly the March 9, Governorship poll, stressing that “if God be for us, nobody can be against us”.
He especially gave kudos to Rivers people, particularly the indefatigable women and mothers, whom he described as the Amazons of our generation for standing firm and unruffled against the armoured tanks and trigger-happy military men that were commissioned to execute the unholy task of putting on hold the all conquering developmental strides of Wike.
“It was like a volcano yet our women stood firm and could not be bulldozed as planned by political detractors and anti-democratic elements”, Obuah said.
Obuah reassured of greater achievements in the second term of Wike given the massive support of the people and conviction that his efforts and sacrifices in his first tenure were not in vain.
The state PDP boss further appealed to the people to bury whatever grievances and differences they may be harbouring and whole-heartedly accept the olive branch extended to all Rivers people to join in the task of building the state.
Philosophizing that beneath every incident, there is a lesson to learn, Obuah said both those who won and those who lost the elections should learn from the Rivers State experience that except the Lord wills, it shall never come to pass.
Obuah, therefore, advised all the victorious candidates to be magnanimous in victory and all the losers not to see it as the end of life, stressing that God’s time was unarguably the best.

Buhari Pays Tribute To Diya

President Muhammadu Buhari on Sunday mourned the passing of retired Lt.-Gen. Oladipo Diya GCON, who served as Chief of General Staff from 1993 to 1997 and Vice Chairman of the Provisional Ruling Council in 1994.
The President, in a statement by his Spokesman, Mr Femi Adesina, in Abuja paid tribute to Diya’s bold and courageous career in the Nigeria military.
He particularly lauded him for his dedicated service to the country as General Officer Commanding, 82 Division, Commandant, National War College (1991–1993), Chief of Defence Staff and Military Governor of Ogun from January 1984 to August 1985.
Buhari recalled that the late Diya was known for his brilliance, exceptional organisational skills and discipline, and he displayed these virtues in the important roles he held in office as a military officer.
The president saluted the former Chief of General Staff for his love, belief and loyalty to the country he cherished so much and fought gallantly on the frontlines to defend her unity.
Buhari, who extended heartfelt condolences to Diya’s family, friends and colleagues, prayed that “Diya’s soul finds rest with his Creator, and may his contributions to the nation never be forgotten.”
Diya, who was born on April 3, 1944 in Odogbolu, Ogun State, died on Sunday in Lagos.

PDP Suspends Ayu For Anti-Party Activities

The ongoing crisis in the People’s Democratic Party (PDP) has deepened as the Executive Committee of the party in Igyorov Ward of Gboko Local Government Area of Benue State has suspended the National Chairman of the party, Dr Iyorchia Ayu, with immediate effect.
They suspended Ayu for anti-party activities after passing a vote-of-no confidence on him.
While reading a resolution, the Secretary of the party in Igyorov ward, Banger Dooyum, said Ayu’s anti-party activities, alongside his allies, contributed to PDP’s loss in his ward and local government in the governorship election.
Ayu was also accused of not paying his annual dues as enshrined by the party’s constitution.
Twelve out of the 17 exco members signed the documents endorsing his suspension.
They also alleged that the PDP chieftain did not vote during the governorship and state assembly elections held on March 18, 2023.
According to them, most of Ayu’s closest allies worked for the opposition All Progressives Congress (APC) which resulted in the abysmal performance of the PDP in Igyorov Ward.
The ward chairman of Igyorov, Kashi Philip, also signed the letter alongside the exco.

I Didn’t Work Against Obi, Wike Fires Back …Describes Obi’s Allegation As Unfortunate

Rivers State Governor, Chief Nyesom Wike, has taken strong exception to Labour Party presidential candidate, Mr Peter Obi’s allegations that he denied him of victory in the state in the February 25 presidential election.
Wike clarified that there was never a time that the G-5 governors or the Integrity Group endorsed Obi or another candidate as their preferred candidate for the presidential election.
Speaking during a media chat last Wednesday in his home town, Rumuepirikom, the governor described Obi’s accusation that he manipulated the electoral process to his disadvantage as unfortunate.
“I don’t work for INEC, I don’t have INEC documents with me. I am not an ad hoc staff of INEC and so I am not in a place to rig election for anybody. It is when you have the materials of INEC that you talk about rigging. But I take exception to Peter Obi’s comments that I came out against him. People are not being sincere, people are not appreciative.”
The Rivers State governor, maintained that his primary preoccupation as far as the 2023 presidential election was concerned was for a southern Nigerian to succeed President Muhammadu Buhari, whose tenure ends on May 29, 2023.
“I never told Rivers people to vote for the candidate (of the APC). I told Rivers people (to vote) for the unity of Nigeria. As far as Rivers State is concerned, their position is that ‘look, we want a power shift.’ And there are two candidates from the South – Asiwaju Bola Tinubu and Peter Obi.
“If Rivers people have chosen to vote for Asiwaju, and the same Rivers people also voted for Peter Obi, that tells you that their decision was to vote for a Southern President. So, amongst them one must always get the highest vote. If you look at the votes, APC won, followed by the Labour Party. So that tells you what the decision they took. That is the decision of Rivers people”, the governor stated.
Wike said he was among those who recommended Obi to be PDP candidate, Alhaji Atiku Abubakar’s running mate in 2019.
“In 2019, ask Peter Obi, I was one of the team that chose Obi to be the Vice Presidential candidate of Alhaji Atiku Abubakar. When we met at Abubakar’s house, he said these are the names, I will choose Obi. Obi was invited while we were at Saraki’s house in the night.
“I was fought by people like (Senator Ike) Ekweremadu; my own friend, the governor of Ebonyi State, (David) Umahi, and Pius Anyim. Every blame was on me, why will I be the one that will say Peter Obi? Why should I chose for the South-East? Did he come out to say Wike was the one who supported me to be the vice presidential candidate? He didn’t say so.”
He declared that the G-5 governors and the Integrity Group never during any of their meetings unanimously endorsed Obi or any presidential candidate of southern Nigeria extraction.
He said, “There was never a time the integrity Group met and say it must be this person. We only agreed on southern President. We formulated strategies and the southern President emerged. Our interest is that a southern President should emerge.
“When we went to our meeting, we decided on southern President. We didn’t say it must be this. We said whatever you are doing it must be southern President. The aim of G5 was equity, fairness and justice”.
The governor also said the G-5 governor and members of the Integrity Group cannot be accused of betraying the PDP.
He stressed that those who blatantly refused to implement the provisions of the party’s constitution on rotation of elective and appointive offices are to blame the party’s electoral misfortune.
He said all the G-5 governors consisting of Seyi Makinde of Oyo State; Ifeanyi Ugwuanyi of Enugu State; Samuel Ortom of Benue; and Victor Ikpeazu of Abia; made tremendous sacrifice to ensure the emergence of a southern president.
The governor particularly expressed delight that the Governor of Oyo State, Seyi Makinde, who had earlier said he would not mind sacrificing his second term on the altar of equity, justice, and fairness, was re-elected.
“Ortom said even if he loses his senatorial election, let equity, justice, and fairness prevail. He may not gain it now. But history will be kind to him. The same applies to Ugwuanyi and Ikpeazu. Even Makinde said even if he lost his governorship ambition, he was interested in the unity of Nigeria”, Wike recalled.
He boasted that in Rivers State, PDP won the governorship, three senatorial seats, 10 federal and 31 state constituencies in the general election.
He said, ironically, the PDP National Chairman, Dr. Iyorchia Ayu, who once derided that the G-5 governors are small boys failed to win his ward, local government and state for the presidential candidate in the February 25 election.
According to him, PDP also lost woefully in Niger, Jigawa, Imo, Sokoto, Yobe and other states.
“Ayu lost his polling unit. I won three senatorial seats, and 31 House of Assembly seats. He didn’t get anything. Lamido did not win the presidential election in Jigawa. Babangida Aliyu did not win. So, who is the betrayer? We won to make sure PDP exists. Of what relevance is he as national chairman? He couldn’t deliver his polling unit”, the governor stated.
Wike dismissed insinuation that he would manipulate the Rivers State governor-elect, Siminialayi Fubara, after leaving office.
The governor also clarified that Fubara, who resigned as Accountant General of the state to contest the 2023 governorship election, is not wanted by the Economic and Financial Crimes Commission (EFCC)
According to him, some disgruntled politicians in the state were behind the rumour.
Wike stated that Fubara on assumption of office will continue from where his administration stopped and would consolidate on the NEW Rivers Vision.
