Ayade Tasks Perm Secs On Service Ethics
The Governor of Cross River State, Prof. Ben Ayade, has admonished Permanent Secretaries in the state to maintain and uphold the ethics of the civil/public service to ensure sanity in the system.
Governor Ayade gave the charge while declaring open a one-day retreat for permanent secretaries at the Transcorp Hotels, Calabar.
The governor, represented by his Deputy, Prof. Ivara Esu, described them as generals in the public/civil service who are held accountable for the failures and successes of the system and charged them to remain diligent by ensuring that the right things were done in terms of record keeping as well as rules and regulations of the service.
Ayade who described the theme of the retreat: “Actualization of Government Policies and Programmes: the Role of Permanent Secretaries,” as timely, said the retreat was aimed at refreshing the knowledge of the permanent secretary on civil service rules and ethics for effective administration.
The governor emphasized that permanent secretaries should ensure timeliness of operation by going to work early and abiding by the 48hours of treatment of files. He also sued for training and retraining of the workforce to enhance efficiency and productivity.
Also speaking, the Head of service Barrister Ekpenyong Henshaw, explained that the retreat was principally an attempt at re-engineering the civil/public services to deliver efficient and effective service with integrity, objectivity and good conscience.
He stated that the commissioners and the permanent secretaries were agents of government in a ministry, appointed to ensure the effective, efficient formulation and delivery of government policies and programs, thereby calling for full cooperation and understanding between the two functionaries for growth and development of the state.
In separate interviews, some participants expressed appreciation to Governor Ben Ayade for the retreat which they said would go a long way in sharpening and re-awakening their knowledge in the performance of their duties.
They opined that the retreat would provide a platform to share experiences and put them at the top of the service, as they are poised to be dedicated to assist the state government to actualize its policies and programmes for the overall interest of the people and government.
