NGO Calls For Participation Of Communities In Budgeting
An NGO, Human Development Initiative (HDI), has called for more involvement of communities in council areas in budget preparation and implementation.
He said that this would ensure that their priorities were addressed.
Dr. Dagaci Aliyu, Coordinator, North Central Zone of HDI, made the call in Gwagwalada during a workshop on “Monitoring Local Government Budget for Development” organised by HDI.
He said that the Budget Watch Project of the NGO was to enlighten community members on the need to make contributions to budget preparations in local governments.
Aliyu said that the workshop was to enhance communities’ awareness on the importance of budgeting and the need to ensure judicious utilisation of resources in local councils.
He said that the workshop became necessary to promote rapid development at the local government level considering its role as the closest arm of government to the people.
“Communities are the beneficiaries of any budget and once they are involved in the preparation, they have the basis to ask questions where necessary and by extension to promote transparency and accountability.
“So, my concern is for the participants to know why budget, an instrument for rapid development in any community, is important and topical,” he said.
Aliyu said that the NGO had commenced partnership with area councils to involve communities in budget preparation.
Some participants, who spoke to newsmen commended the NGO for the workshop and called for similar workshops for executives of local councils.
They said that similar workshop for the executives would enhance the involvement of communities in budget preparations.
