Bauchi
The Bauchi State Government says its decision to pardon four out of the 20 former local government chairmen indicted by a government White Paper for corrupt practice was not “politically motivated”.
The state Attorney-General and Commissioner for Justice, Alhaji Al-Mustapha Suleiman, made the clarification in Bauchi in an interview with newsmen.
The indicted former chairmen are Alhaji Muhammed Hassan of Katagum Local Government, Alhaji Tukur Adamu of Kirfi, Alhaji Bello Arabi from Alkaleri and Alhaji Garba Magaji, Darazo Local Government.
Gov. Isa Yuguda had on Thursday granted amnesty to 18 convicts and the four former local government chairmen indicted for embezzling public funds in the last administration.
Borno
An Islamic scholar, Sheikh Bashir Mustafa, was last weekend shot dead in his Gwange, Maiduguri residence, by gunmen suspected to be members of the outlawed Boko Haram sect.
An eyewitness, told newsmen in Maduguri that the cleric was shot with one of his students, Alhaji Dunoma, who had visited him.
“The cleric and Dunoma were inside the house when we saw two men approach the house on a motorbike.
“They packed the bike outside and went straight to meet them inside where they opened fire on them.

As the world marks the World Post Day, the Nigerian Postal Service (NIPOST) last weekend in Abuja presented the 2010 Definitive Postage Stamps to promote Nigeria’s tourism potential.
Speaking on the occasion, Prof. Dora Akunyili, the Minister of Information and Communications, commended NIPOST for its initiative to key into the “Re-branding Nigeria” project through the production of the stamps.
Akunyili, represented by Mr Lagdam Ndam, Director, Research and Production in the ministry, noted that NIPOST, over the years had promoted the best of Nigeria’s cultural life, arts and history through postage stamps.
“All over the years, postage stamps are regarded as effective means of supplying information about a country’s history, people and culture.
Kaduna
Vice-President Namadi Sambo has said that President Goodluck Jonathan will be fair to all Nigerians if elected in 2011.
Sambo gave the assurance last weekend in Kaduna while inaugurating the Jonathan-Sambo 2011 North- West Zonal Campaign Office.
He said that the agenda of their administration was to restructure all the major sectors of the economy so as to attain the goals of Vision 20:2020.
The vice-president stressed that the administration was determined to make the country a comfortable place for all citizens, irrespective of where they came from.
Sambo appealed to the people of the North-West geopolitical zone region to vote for Jonathan in the 2011 presidential election, assuring them that there were specific development programmes earmarked for the region.
Kano
Participants at a workshop on Planning and Budgeting, have asked state governments to set up anti-corruption agencies to facilitate smooth budget planning and implementation.
In a communique issued at the end of the five-day workshop in Kano last weekend, the participants noted that corruption was “a major impediment to budget planning” in Nigeria.
The communique, which was signed by Malam Maikano Bashir, a Principal Assistant Secretary in the Kano State Deputy Governor’s Office, also urged State Houses of Assembly to pass the Fiscal Responsibility Bill into law to give legal backing to new planning and budgeting initiatives.
Katsina
The Katsina State Government will devote the N650 million it won in the 2007-2008 Award for Good Performance in UBE Implementation to the decongestion of some primary schools, an official said.
Alhaji Nuhu Kuki, the Executive Chairman of the State Universal Basic Education Board (SUBEB), announced the plan on Saturday in an interview with newsmen in Katsina.
He said that apart from the decongestion of the schools, the money would also be used for other school projects across the state.
Kebbi
Kano State governor Alhaji Ibrahim Shekarau has donated N25 million to assist victims of the recent flood disaster in Kebbi State.
He made the donation last weekend in Birnin Kebbi when he visited his Kebbi counterpart Alhaji Saidu Dakingari.
Shekarau, who led a large delegation to Birnin Kebbi, said the donation was to show brotherly concern for fellow human beings.
“The monetary donation is aimed at alleviating the hardship faced by the flood victims and we sincerely hope and pray for the avoidance of future disasters,” he said.
Gov Saidu Dakingari, who received the donation, commended the government and people of Kano State for the assistance and pledged that the money would be judiciously utilised.
Lagos
A total of 108 ships are scheduled to berth in Lagos ports in October, our correspondent reports.
The shipping position released by the Nigerian Ports Authority (NPA) in Lagos last weekend showed that many of the ships would be laden with containers, vehicles and petroleum products.
According to the shipping document, 15 of the ships are bringing in various petroleum products, mostly petrol, and are already waiting for clearance to berth.
Eighteen others are carrying bulk cargoes such as fish, fertiliser, bulk cement, bulk urea, bulk salt and containers.
Ogun
A business mogul, Chief Jimoh Ibrahim, last weekend pledged to construct a building worth N50 million for Moshood Abiola Polytechnic, Abeokuta (MAPOLY).
Ibrahim announced the donation when he was conferred with the honourary fellowship of the polytechnic during its 13th convocation ceremony.
He said that the building would be known as “Olusegun Obasanjo Privatisation Centre’’.
Ibrahim said that the project would be jointly financed by five of his companies — Global Fleet, Nigeria Re-insurance, Air Nigeria, NICON Insurance and NICON Hotel.
Governor Olagunsoye Oyinlola of Osun State also received an honourary fellowship of the institution during the convocation.
Osun
The Osun Government has recruited 600 teachers to fill vacant positions in public primary schools in the state, Prof. Wale Oladipo, the Chairman of the State Universal Basic Education (SUBEB) said.
Oladipo said in a statement obtained by our correspondent last week in Osogbo that the recruitment would improve the standard of basic education in the state.
The newly employed teachers, he said, had already collected their letters of appointment and had been posted to primary schools across the state.
The SUBEB chairman also called on other qualified teachers seeking employment to come to the board for application forms to fill positions expected to be vacated by retiring teachers next year.
Sokoto
The Federal Government says plans have reached advanced stage for the reconstruction of the access
road to Usman Dan Fodio University, Sokoto, that was destroyed by flood in August.
Mr Chris Ogiewonyi, the Minister of State for Works, made the information known last weekend in Sokoto shortly after inspecting the road.
Ogiewonyi, who also inspected the Sokoto-Ilela road that links Nigeria with Niger Republic and promised that work would soon begin on the road.
More than 20 villages were washed away in Sokoto State following floods that ravaged 20 villages across six local government areas and rendered more than 8,000 people homeless.
The floods washed away more than 4km of the access road and a bridge to the university and connecting seven local government areas to Sokoto town.
Plateau
President Goodluck Jonathan last weekend inaugurated a new Governor’s Lodge and office for Plateau.
The President, who is in Plateau on a two-day visit, also inaugurated an overhead bridge in Kabong which was built at N2.8 billion.
Jonathan, who lauded the Plateau government for building the bridge he described as “very strategic’’, also thanked the Government for naming a road after him.
The 25km road named after Goodluck Jonathan, is a federal road which the State Government rehabilitated.
“The bridge is the only flyover bridge in Plateau and the best in the North-Central Zone; it will remain a landmark to the entire nation,’’ he said.
Yobe
ACN Chairman in Yobe Mai-mala Buni last Sunday advised the electorate to stop non-performing politicians aspiring for the Governorship House from getting elected.
Buni told newsmen in Damaturu that “Yobe has peculiar problems of desertification and drought, but docile lawmakers could not make any impact on those problems.
“Some of these politicians are now aspiring for the governorship which must be resisted because of their incompetence.
“It will be disastrous to entrust the future of the state in the hands of people who could not sponsor bills to impact on the lives of the people while at the National Assembly,” he said.
Buni, who is also the chairman of the coalition of political parties in the state, noted that political parties would sensitise their members against “aspirants who cannot deliver to improve the lives of the people’’.

HYPREP Reaffirms Support For Ogoni Youths …Organises Workshop For Undergraduates

In pursuit of its strategic human capacity development initiatives, the Hydrocarbon Pollution Remediation Project (HYPREP) has restated its commitment to supporting Ogoni youths to maximally benefit from its projects and programmes that align with their visions and aspirations.
The Project Coordinator of HYPREP, Prof Nenibarini Zabbey, who gave this indication during the second edition of the international career enhancement and employability workshop organised by the Project for undergraduates and fresh graduates of Ogoni ethnic nationality in Port Harcourt, assured the participants of its commitment to continually initiate programmes that support their visions and aspirations.
He noted that the workshop reaffirms the Project’s commitment to inclusiveness and continuous skills development, as strategic pillars in its efforts to restore and improve livelihoods in Ogoniland.
He said the workshop was aimed at equipping the Ogoni youths with relevant career skills and empower them with employability tools, to ensure that HYPREP’s gains extend beyond remediation into long-term transformations, stressing that the Project is committed to supporting their dreams.
”HYPREP is committed to supporting your dreams through targeted initiatives, such as this workshop and we will explore ways to empower you with the skills and knowledge necessary to succeed.
I want to emphasise that this workshop is not just about enhancing your career prospects; it is also about building a community of young people and equipping you to make a positive impact in your communities. As you benefit from HYPREP’s interventions (and the experiences of the facilitator), I challenge you to take the message of peace and constructive engagement to your communities and live accordingly,” he said.
Zabbey further assured that HYPREP would continue to stand with Ogoni youths by supporting their aspirations through targeted workshops and broader livelihood initiatives that prioritise their development, noting that the Project believes in them and remains committed to creating platforms where their potential can be nurtured and realised.
The Project Coordinator enjoined them to continue to contribute to the success of HYPREP.
The second edition of the career enhancement and employability workshop had Dr Akanimo Odon and Dr Chioma Okonkwo as facilitators, while the participants were drawn from the four Ogoni local government areas.
Among other modules, participants at the two-day workshop were provided with tips on ways to explore opportunities in seemingly challenging situations, discover themselves, convert hobbies and interests into passion and profits through three career e-routes and understand the power of networks and partnerships.
Participants were also given useful nuggets, career resources of time and skills, and career resources of funding, especially how to access foreign scholarships and funding.
At the closing, HYPREP’s Director of Technical Services, Prof Damian-Paul Aguiyi, urged the participants to earnestly pursue their passions and commit to their dreams.
Meanwhile, the participants expressed gratitude to HYPREP for organising the workshop, which they described as impactful and transformative.
HYPREP has continued to be intentional in its efforts to prioritise human capacity development in Ogoni through such workshops and trainings. This year, the Project will be rolling out trainings in high demand skill areas like mechatronics, underwater welding, commercial diving, full-stack development and GIS, targeting the youths as major beneficiaries and giving them a fair head start and comparative advantage in a highly competitive environment.

FG Restates Commitment To Seafarers’ Welfare, Safety
The Minister of Marine and Blue Economy, Adegboyega Oyetola, has reaffirmed the Federal Government’s commitment to enhancing the safety of the seafaring profession and upgrading maritime institutions to international standards.
Speaking at the 2025 World Seafarers’ Day celebration in Port Harcourt on Wednesday, organised by NIMASA, with the theme, “My Harassment-Free Ship.
He said that this year’s theme “speaks to our collective duty to make every ship a safe and respectful workplace noting that harassment and bullying have no place in our maritime industry.
The Minister further emphasised the importance of continuous training and retraining to ensure seafarers remain competitive and employable.
Also speaking, the Minister of Labour and Employment, Muhammadu Maigari, emphasised that seafarers are the backbone of international trade, facilitating the smooth transportation of goods and services across the globe.
He stressed the need to eliminate all forms of violence, harassment, and bullying against seafarers.
In his welcome address, the Director-General of NIMASA, Dr. Dayo Mobereola, emphasised the need for the maritime community to prioritise the welfare, safety of seafarers and maintain zero tolerance for harassment.
According to the DG, “Today provides opportunity for the Maritime Community to honor seafarers globally for their immense contribution to both domestic and international trade, powering the blue economy and connecting nations across oceans”.
He said that this year’s theme was particularly apt, as it was a call to action to “ensure that our seafarers feel safe, are valued and protected while at sea because the ship is not just their place of work; it is their temporary home. It must therefore reflect the highest standards of dignity and professionalism fostering zero tolerance for harassment”.
He declared that NIMASA must continue to play its part in ensuring that Nigeria contributes effectively to regulations affecting seafarers, as Nigeria remains the highest contributor of seafarers in Africa. “Our men and women sail on vessels in our domestic waters and also globally. This will continue to grow through the Nigerian Seafarers Development Program (NSDP) and the effort of our Maritime Training Institutions.
‘At the recently concluded 113th session of the International Labour Conference held in Geneva, seven (7) amendments to the MLC 2006 code addressing a broad range of issues affecting seafarers, including the recognition of seafarers as key workers, improved protection against ship board violence and harassment, enhanced access to shore leave and repatriation and updated medical and occupational safety standards were approved by an overwhelming majority.
These seven (7) amendments reflect collective global effort to align maritime Labour standards with the evolving landscape of global shipping.
I, therefore, call on shipowners, operators and crewing agencies to begin to review their operational manuals to align with these amendments ahead of the expected entry into force in December 2027. Our seafarers must be able to report grievances without fear of retaliation, while also ensuring protection against vexations or malicious complaints.
He added that NIMASA will play its role by establishing clear policies and procedures for preventing and addressing harassment on Nigerian-flagged vessels, ensuring confidential reporting channels for incidents of harassment and that reports are thoroughly investigated and addressed.
“Today is a clear reminder to us all – government, employers, unions, shipowners, and civil society- that seafarers should not be left alone in their struggles. They look up to us to help them foster a culture of zero tolerance on ships to protect their dignity”, he stated.
He also assured that under his leadership, NIMASA will ensure compliance with regulatory requirements, particularly the renewal of entries into force by ship owners, operators, and relevant agencies come December 2027.

Ogoni Stakeholders Hail Zabbey’s Performance

Stakeholders drawn across the four local government areas of Ogoniland in Rivers State, have expressed delight over the excellent performance of the Project Coordinator of the Hydrocarbon Pollution Remediation Project (HYPREP), Prof Nenibarini Zabbey within the past two years, describing him as a true patriot, who has been showing leadership in delivering service to the people.
The stakeholders, who gave the indication in their separate goodwill messages during the mid-term stakeholders engagement and scorecard presentation organised by HYPREP in Port Harcourt, scored the Project Coordinator high on the Ogoni cleanup and the overall implementation of the recommendations of the UNEP Report on Ogoniland.
The President of KAGOTE and Board member of the Ogoni Trust Fund, Hon Emma Deeyah, particularly commended Zabbey for turning around the fortunes of the Ogoni people, as they are now having value for the money earmarked for the cleanup project, describing the Project Coordinator as “one of our best.”
He noted that Zabbey has done well on the saddle, working very hard, being an administrator and leader with listening ears, striving assiduously to meet the yearnings and expectations of the people.
He said the Ogoni cleanup is a journey that has just begun, stressing that he was happy that the Project Coordinator is not on the saddle to amass wealth but to deliver and achieve results, and appealed to the Ogoni people to continue to give him their support.
On his part, member representing Gokana/Khana Federal Constituency in the National Assembly and Chairman of the House of Representatives Committee on Host Communities, Rt Hon Dumnamene Dekor, said HYPREP under the watch of Zabbey is working with renewed vigour, and thanked the Project Coordinator for driving the Ogoni cleanup project with passion.
He noted that the funds dedicated and earmarked for the project are running out, disclosing that he was working on an Executive Bill, to facilitate the work of HYPREP.
While stressing the need for the people to take full responsibility of all the projects sited in their communities, Dekor regretted that some beneficiaries had sold the starter packs presented to them by HYPREP, while the water facility provided in his Bierra community has been vandalised.
The King of Tai Kingdom, King Samuel Nnee, said HYPREP under Zabbey as Project Coordinator has been delivering on its mandate, describing him as a square peg in a square hole, who has given hope to the Ogoni people.
The monarch urged the Ogoni people to give the Project Coordinator the necessary support.
The Paramount Ruler of Barako Community and member of the Governing Council of the University of Port Harcourt, Mene Kadilo Kabari, said Zabbey has always demonstrated that he is a true patriot by carrying along Ogoni people from all strata of the society, describing him as a performing Project Coordinator.
He noted that the bane of HYPREP before now had been the conflict between the Project Coordinator and the Minister of Environment, saying, under Zabbey, Ogoni people can now see what unity of purpose can achieve.
He expressed delight that the water facility which was the first commissioned by HYPREP in his community is functioning optimally following the solar-powered system installed by the Project.
The King of Eleme Kingdom, King(Dr) Philip Osaro Obelle thanked HYPREP’s management team for all that it is doing in Ogoniland, stressing that the Project was built on the graves, bellies and blood of Ogoni sons and daughters who lost their lives during the Ogoni struggle.
He, therefore, advised HYPREP “not to deviate from the expectations of our heroes but to do those things that would benefit Ogoni people for the betterment of Ogoniland.”
Former Nigerian Ambassador to Netherlands, Hon Oji Ngofa said HYPREP has been like the government of Ogoniland, and harped on the sustainability of all the projects.
According to him, Zabbey has been giving HYPREP a human face.
Former Vice Chancellor of the Rivers State University, Prof Barineme Fakae applauded Zabbey for the construction of the Centre of Excellence for Environmental Restoration, and stressed the need for the implementation of the recommendations of its technical committee which recently submitted its report.
According to him, if the project succeeds, Ogoni people are going to succeed.
Chief Priscillia Vikue, on her part, thanked Zabbey for his outstanding performance, saying, the women of Ogoni are very happy with what he is doing in Ogoniland.
While scoring the Project Coordinator highly on his performance, she said the women are happy because Zabbey knows what he is doing with HYPREP.
“You went to school.You did not cut corners.You are a square peg in a square hole.You have engaged women and the youths. We have seen what you have done. And we give you A1”, she said, and challenged Zabbey to see how more women would participate in the project and also how to sustain it.
In his remarks, the Project Coordinator, Prof Nenibarini Zabbey said the mid-term engagement is important because “it allows us to present tangible evidence of progress in the Ogoni cleanup effort, reinforce accountability, deepen transparency, and most importantly, enables HYPREP to interact directly with the communities and stakeholders who are the heartbeat of this project.”
He noted that the scorecard presentation is designed to show what HYPREP has achieved across key thematic areas, what challenges it is currently grappling with, and what the road ahead looks like, saying, “it is a moment for stocktaking and for re-affirming our shared commitment to the success of the Ogoni cleanup project”.
According to him, HYPREP has recorded commendable progress in the implementation of its core mandates in line with UNEP recommendations and the directives in the official gazette establishing HYPREP.
