My Fellow Rivers Men and Women, Today marks our first day in office since the historic decision of the Supreme Court that restored our mandate.
By the grace of Almighty God, 1 was sworn-in yesterday Friday the 26th day of October, 2007 as the Governor of Rivers State. The success of our collective struggle to make right the unacceptable travesty of justice that denied us your mandate can be attributed to three factors.
First is the grace of Almighty God. Second the courage and integrity of the Supreme Court of Nigeria, and thirdly, the determination of President Umaru Musa Yar’Adua to make Nigeria a country where the rule of law is not just mere rhetoric, but a living reality for all Nigerians. The implication for government therefore is a rebirth which tailors our actions in tune with the aspirations of our people; all our people.
Government must not be for one section of the society, but for all of the society. It must be for the rich and the poor, while emphasizing the upliftment of the poor from poverty to a state of wellbeing which provides a decent living standard. This, we must not do for them, but with them; only providing leadership. Social justice would therefore be a cardinal frame work for our reform agenda.
The reform agenda will start with government. We shall reduce to the barest minimum the discretionary powers of the Governor. Government will play by the rules. Government business will be conducted by due process and rule of law and shall be enforced without fear or favour.
1 feel the pain that you all feel over the restriction on personal movement and the impact on business in this difficult time. It is indeed regrettable. Having carefully reviewed the situation and on the advice of the State Security Council which met this morning, 1 have directed that the current curfew imposed from the hours of9.pm remain in effect for the time being.
As we speak to you now, cultists and criminal gangs are still operating in the state and some persons, including innocent children are still being held by kidnappers for ransom. These activities are evil, and unacceptable. We advise all those engaged in such to desist from it forthwith and release all hostages in their custody unconditionally and unharmed. We want to assure all residents that this administration will do everything within its powers to return normalcy to the state and ensure the security of lives and property.
Other challenges confronting our state equally deserve urgent attention. The state of our capital city is a cause of concern to this administration. Incidents of flooding, traffic congestion, impassable roads, lack of drinkable water etc. shows that the current state of amenities is incapable of sustaining the exploding population of our State.
This administration intends to take urgent steps to address these issues and we implore all citizens to be ready to make whatever sacrifices that may be required to achieve these noble goals. Within the period, government will take several actions that may require sacrifices from us all for the common good.
Expanded civil works, demolitions of illegal structures etc, will definitely cause pain and discomfort; we should all view it as our own contribution to a better society. The planned demolition of the waterfronts as proposed by the last administration is hereby suspended.
We believe that the concerns of the residents of these waterfronts should be carefully considered before a final decision is reached on this matter.
We have made a solemn commitment to God that we will be prudent in the administration of the public trust and we will govern by due process and the rule of law. We shall abide by that commitment. We are an Administration that came into being by over-coming seemingly impossible obstacles and we believe that no challenge is insurmountable.
My dear people of Rivers State, we know that your expectations are high, we urge you to give us your support. God being our helper, we shall meet your highest expectations and exceed them to His glory.
1 thank you for your attention and God bless.
