This is because successive administrations at the centre had made bold but failed attempts of providing accommodation for the low in come persons in the country.

For instance in 1994, the federal government through the federal housing authority and federal ministry of works and housing promised to deliver 121,000 houses to low-in come persons under the national housing programme across the six geo-political zones in the country.

Te housing scheme according to federal government was to enable the middle and low-in come group to own personal houses through a mortgage system that would run for ten years.

Excited by the government’s gesture, perspective low-in-come persons mainly retires, petty traders and low in-come workers paid initial deposit as required by the scheme.

That low-in-come houses promised by the government is now a subject of litigation after 16 years of several changes by successive administration as the depositors are demanding justice in the matter.

The agony of low in-come group to ??? their houses in Rivers State is also not different s successive administrations both military an d civilian governments had embarked on ill-fated housing estates to accommodate low in-come persons in the state.

They include Diobu Housing Units, Igbo-Etche housing estate, Sangana (Orojie) housing units, Oromineke, Creek Road, Bonny and Aggrey roads housing units among others which were either abandoned or allocated to the same rich persons in the society who could afford the amount of money involved.

Another bold but failed attempt to provide accommodation for the low in-come group in Rivers State was during the administration of Dr. Peter Odili when the government aggressively embarked on 3,700 low cost housing units in the 23 local government areas of the state. Majority of the housing units are presently an abode for reptiles and lunatics as an abandoned or uncompleted houses because the government that initiated it lacked the political will to enforce discipline in the execution of the project.

Today, the present administration in Rivers State under the leadership of Hon Chibuke Amaechi has embarked on the building of multi-billion naira Rainbow Housing Estate in Port Harcourt.

There is no doubt that Rainbow Housing Estate is not for low-in-come groups considering the type of buildings which are being constructed even more so when the estate is being executed under public private partnership between Rivers State government and First Bank Plc.

Therefore the question that is agitating the minds of the people is where is the low-in-come houses for the majority of Nigerians who are desirous of having a house of their own.

It is evidenced that successive government at federal, state and local government levels are paying top-services towards the previous of low in-come houses for the less privileged persons in the society.

Perhaps, this explains why the senate president is demanding for a balance between the top end and the low in-come persons in the provision of shelter in the country to avoid social turbulence.

Of Housing Estate And Low In-come Group

REAL ESTATE

The Senate President, Hon David Mark recently challenged the Federal Housing Authority (FHA) to embark on social housing scheme to accommodate majority of Nigerians who are desirous of owning their houses.

Speaking during the commissioning of 600 units f bungalows completed by Federal Housing Authority in Logos, the senate president warned that if the situation is not addressed, it may degenerate to social turbulence if the poor are not adequately taken care of in the housing programmes.

This call coming from no other personality than the senate president is a strong signal that the issue deserves urgent attention and also instructive in may respects.
