An environmentalist, Mr. Hakeem
\nBakare, has stressed the need for Nigerians to prioritise environmental
\ngovernance structures to reduce the effects of climate change and for
\nintegrated long-term developmental goals.<\/p>\n
Bakare said this in an interview with the newsmen
\nrecently in Abuja, while reacting to what he called the non-implementation of
\nthe nation\u2019s environmental laws.<\/p>\n
Environmental governance is concerned with the ways and
\nmechanisms by which environmental policies and regulations are enforced and
\nimplemented.<\/p>\n
It recognises the holistic involvement of both state and
\nnon-state actors in ensuring the effectiveness of environmental laws and
\npolicies.<\/p>\n
The specialist, who explained that an industry like the
\ncement industry had serious and multiple implications on the social and
\necological systems, called for sustainability initiatives to ensure effective
\ntechnological innovations for the sector.<\/p>\n
\u201cIts growth in the country deserves attention as a
\nresource-based industry with significant impacts and externalities that
\ncontribute immensely to global warming and climate change.<\/p>\n
\u201cIt then means the growth of the sector in Nigeria
\nshould, in reality, be guided by Best Available Sustainability Initiatives and
\nInnovations.<\/p>\n
\u201cIt should be in a competitive manner under new
\nownerships for the benefit of human and environmental systems,\u2019\u2019 he said.<\/p>\n
He stated that the global cement industry had developed
\nthe sustainability initiative to ensure that the sector was in tune with the trends
\nof organisational and technological innovations.<\/p>\n
He further explained that global restructuring toward
\nneo-liberal policies such as privatisation, commercialisation of industries and
\ndevelopmental activities in recent times, enhanced emphasis on the multi-actor
\nperspectives of environmental governance as a necessity to transformative
\ndevelopment process.<\/p>\n
Bakare argued that although Nigeria was already
\ntransforming toward governance process, little evidence still existed on the
\neffects of the process on environmental performance in the country.<\/p>\n
He, however, commended the efforts of specialists and
\nother international environmental and standardisation agencies in advancing the
\ncourse in the country.<\/p>\n
\u201cNigeria should be benefitting from the multi-actor perspectives
\nof environmental governance.<\/p>\n
\u201cThis process promotes transparency, effectiveness
\nthrough openness, legitimacy and participation of multiple actors at different
\nlevels,\u2019\u2019 he said.<\/p>\n
The specialist stressed that Nigeria could benefit
\nthrough improved environmental performance, promoting environmental
\nresponsibility through openness, accountability, information disclosure and
\npublic participation.<\/p>\n
He listed the advantages of having a proactive
\nenvironmental regulatory mechanism to include minimising socio-environmental
\nconflicts, promoting peaceful co-existence and long-term developmental goals.<\/p>\n
Others are recognising
\nnon-state actors active roles in industrial environmental plans, reduction of
