‘Lack Of Trust Affecting Local Content Implementation’
The President of the Oil and Gas Trainers Association of Nigeria (OGTAN), Dr. Mayowa Afe says lack of trust is affecting the full implementation of the local content law.
Afe made the observation in an interview with journalists in Lagos, recently.
He said that some level of distrust by Nigerian-owned enterprises had hindered the full implementation of the law.
Afe said that his members were enjoying full support of government in terms of participation since the Local Content Act was passed in 2010.
He said that the Act allowed Nigerian companies with the prerequisite capacity to carry out contracts like foreign counterparts in the oil and gas sector.
The expert said that the law also required foreign companies to source their manpower and training within the country so as to increase indigenous participation in the Nigerian oil and gas sector.
Afe said that the role of OGTAN as education and training arm under the Nigerian Content Monitoring and Development Board (NCMDB) was mainly to develop capacity within the country.
“The group is mandated to conduct trainings and set standards for capacity building locally,’’ he said.
Afe, however, said some level of distrust within the local content system was because some local trainers had, in the past, absconded with clients’ money without delivering on assignment.
He said that the association was a vigorous catalyst advocating for members to deliver on assignments they were given.
