Budget Delay, Major Setback To Airport Projects – GM

ager, Land, Water and Survey Department in the Federal Airport Authority of Nigeria (FAAN), Surveyor Adremi Aromiwura, has said that one of the major challenges facing the agency in project execution is non-implementation of projects captured in the budget.
He said that when a project is captured in the budget for a year and that project is not executed completely within the budget year, it becomes a problem immediately.
Aromiwura, who made this known in an interview with newsmen in Lagos, explained that the outstanding payments on such contracts become debts which may not be captured specifically in the new budget.
As a way out, he said that one of the solutions that were being considered along with Procurement and Budget Departments was using the job order contract method which would ensure that the job would have been substantially completed before the contract or can ask for payment.
“This will prevent project abandonment. However, payment of completed jobs must be prompt. This arrangement is working as recent water and sewage projects on job order contract were carried out promptly and satisfactorily to enable job certification and payment processing.
“The management is however looking into the abandoned projects and jobs which were compiled across department recently”, he said.
The General Manager however, posited that the organisation is a highly structured body and that if there are problems, that it is not structural.
According to him, some work functions can collapse in the face of manpower shortage and lean management principles, although, but that lean management is however a private sector management tool .
He said “I think strengthening the structures for effectiveness by ensuring that everybody does their work well would enhance the organizational outlook.
