An estate surveyor and
valuer in Port Harcourt, Hycint Oseji, has urged the Rivers State Governemtn as well as other state governments to simplify the process of titles registration and obtaining of certificate of occupancy (C of O).
Oseji who was speaking in an interview with The Tide in Port Harcourt on the process of title registration among others, noted that the process is too cumbersome.
According to him, such situation has discouraged many property owners to take on the process and they believe it to be time and resources consuming because of known delays.
He said that many people will be willing, when the process of registering titles is made simplier and affordable adding that such will increase activities and development in the housing sector.
Oseji posited that one of the ways to achieve this is that the commissioner for land should be empowered to sign deed of mortgages and deed of assignment, instead of going through the Ministry of Justice.
He said this will remove some administrative bottle-necks and make the process faster, pointing out that the cost of obtaining a C of O is relatively high in the state.
Although the valuer agreed that the general cost of land registration is high in the state, but he, however expressed dissatisfaction over   apathy of people towards repayment of mortgage loans so collected.
