The National Chairman of
the All Progressive Grand Alliance (APGA), Chief Victor Umeh, has said the proposed  five per cent equalisation fund for the reconstruction of the North as being canvassed by some delegates  to the national conference will not sail through unless the defunct Eastern region, which was devastated during the Biafran war, is first rehabilitated.
Umeh, who stated this in Umuahia, Abia State, said the South-East delegates kicked against the proposal because it portrayed the insensitivity of the North delegates to the plight of millions of Ndigbo, who he said suffered heavy causalities during the 30-month civil war.
He insisted that if the proposal should see the light of the day, it had to first of all, accommodate victims of the war and other conflicts across Nigeria.
Umeh believed  that despite the deadlock over  derivation formula, the eventual outcome of the technical committee on the quagmire would be based on equity and justice.
He called on the Igbo nation to remain united in order to make an impact on national discourse, saying APGA had the unity of Ndigbo at heart in line with the wishes of its founder and great Igbo leader, Dim Emeka Odumegwu Ojukwu .
The APGA chairman said there were plans to conduct befitting burial for all Biafran war victims. According to him, details of the proposal would be made public after due consultations with the relevant stakeholders.
