RSHA To Partner UNITAR On Capacity Building
The Rivers State House of Assembly is to partner with United Nations Institute for Training and Research, (UNITAR) on capacity building and training of its members to enhance the legislative function.
Speaker of the State House of Assembly, Rt. Hon. Otelema Amachree stated the need for training as the hallmark of the 7th Assembly while receiving the UNITAR team in his office in Port Harcourt recently.
The speaker who was represented by his deputy, Hon. Leyii Kwane, thanked the UNITAR team for their particular interest in the Rivers State House of Assembly, and pledged the commitment of the Assembly to partner with the United Nations agency, in their programmes.
He said “the realities of our Democracy in tackling issues of environmental pollution and climatic change requires that legislators are properly updated to put up relevant legislations”.
Earlier, the leader of the UNITAR team, Dr. Larry Boms had stated that the institute was poised to partner with the Rivers State Government to assist in the improvement of local and state administration to enhance participatory governance and sustainable development.
He said the institute was particularly concerned about critical areas of governance such as “Participatory Budgeting and Revenue Generation, constituency relations, monitoring and evaluation and multi stakeholder engagement”.
Dr. Boms who is the Head Resident, Representative of UNITAR added that the institute had trained over 500 youths in the Niger Delta in skilled manpower development for oil industries to take advantage by the local content act.
He further emphasised that the capacity building for the state legislators will enhance their oversight function, and build more confidence in the constituency relations.
