RSG Unveils New Project Implementation Strategy

In a bid to achieve quick project delivery, the Rivers State Governments has unveiled a new package known as Accelerated Project Delivery (APD) scheme where contractors will be paid 100 per cent for their contract value upfront.

Rivers State Commissioner for Works, Hon Dakuku Peterside who made the disclosure during a routine project inspection in Port Harcourt on Monday said the first phase of the scheme had commenced with about six projects.

The projects, according to Peterside, include the Gitto Bridge, G.U.Ake Road,Rumuokwuta/NTA/Choba Road, Agip Bridge, Rumumasi, Elekahia Road and Trans-Amadi and Tam David-West Road.

In order for contractors to key into the project, Hon Peterside said they had to meet special requirements which include providing a bank guarantee, project quality specifications and signing an agreement on project delivery at target date.

At the Gitto flyover bridge linking the new Airport Road and David-West Road, the Commissioner expressed optimism that with the introduction of the scheme, the project would be delivered on target date by December.

He, however, charged the contractor to maintain high standards in the quality of materials used in the project.

While at the Rumuokwuta/NTA Choba Road, Peterside expressed concern over the hardship faced by motorists and residents at the Ozuoba axis and pleaded with them to be patient with government, promising that the problem would soon be over.

At Omerelu, the commissioner expressed happiness that some of the challenges experienced earlier on the project had been rectified. He commended Setraco Nigeria Limited for ensuring that the shortfalls were taken care off, and urged them to speed up work as the dry season sets in.

Commenting on the delay at Gitto bridge construction, the Rivers State Works Commissioner was of the view that the project was aligned to suit the new Greater Port Harcourt master plan which caused some setbacks on the date of delivery.

The commissioner assured that with the setting in of the dry season, all projects so far embarked upon by the state government would be completed.
