Speaker Faults NAPTIP’s Commitment To Child Rights Law

The Speaker, Abia House of Assembly, Mr. Agwu Ukakwu, has said that the National Agency for the Prohibition of Traffic in Persons (NAPTIP) has not shown enough commitment in the implementation of the Child’s Rights Act.

Ukakwu, who was addressing newsmen recently in Umuahia, on the alleged non- implementation of laws passed by the legislature, frowned at a situation where children of school age were still hawking on the streets during school hours.

He expressed regret that the Nigerian child was not getting the best in spite of efforts by the government and NGOs to improve their condition.

The speaker exonerated the legislative arm of government from the failure to achieve the purposes for which certain laws were made.

“It is the duty of the legislative arm of government to make laws, while relevant executive arms implement such law.

“If the laws are not implemented and the legislators are approached on the non-implementation of laws and resolutions it passed, we are duty bound to react,” he said

He also regret that the Nigeria Bar Association (NBA) whose duty it is to monitor the implementation of certain laws in the country through advocacy, was not living up to expectation.

“The NBA should be putting pressure to ensure that most of these laws are implemented,” he said.

On the declaration of amnesty in the state, the Speaker said that the idea was conceived by Governor Theodore Orji, stressing that the legislators would see to the success of the process.
