Chief Horsfall gave this indication recently at The Tide Roundtable, a personality interview programme of The Tide newspaper in Port Harcourt.
He said that the strategy is aimed at ensuring that, with time the kingpins would have no followership to fight for them.
The former security chief noted that the only true militant are those who felt that the people of the core Niger Delta region have been oppressed and marginalised and decided to take up arms.

Describing the life style of militants as hopeless, he said his organisation is reaching out to the rural areas to enlighten and to remove from them the attraction of becoming militants.
‘The fling is that even when they make quick moves as sometimes they do , killing people and doing mischief, they can’t spend this money prudently”.
Chief Horsfall noted that militancy with a criminal inclination is a dead end because even if they make money, they can’t spend it and urged youths to have a rethink.
